SUMMARY: KEY NEEDS & OBJECTIVES


Like many major cities in the US, The City of Seattle provides a range of data reporting services. This includes an economic development website at seattle.ecdev.org that provides key data to residents and businesses, and custom reporting for specific districts. 

 

Seattle is noticing an increase in demand for district data, which is often used in business recruitment and grant writing.  There are currently 29 districts within Seattle that would benefit from data customized to their district boundaries and unique narrative.

 

Specific data indicators Seattle would like to include in this reports are Firms, Population, Jobs, Restaurant & Retail Sales, Commercial & Residential vacancies and rates, all computed for the 29 represented districts.

 

The City needs to ensure a high level of data accuracy  and consistency.  It would also be helpful to have a 3rd party "stamp" of credibility on the data, and to be able to describe the methodology used to generate the data in a transparent way.  Today, it is difficult to collect, analyze and display this data in district-bound reports, and burdensome to keep the data up to date.

 

eImpact proposes to deliver our eImpact Report product to the City of Seattle, fully and seamlessly embedded in the Seattle.ecdev.org website.


Key outcomes we aim to achieve with this project include:

  • Provide 29 district reports with accurate and timely data to serve the districts and their businesses
  • Tailor the narrative and content of each report to the district (vs. canned report)
  • Reduce staff time currently dedicated to district report generation and updating
  • Further enrich the seattle.ecdev.org site by publishing the district reports there




SCOPE OF WORK


The following proposal outlines a customizable district profile data reporting solution for all 29 districts, with two options that can be provided in distinct phases, depending on the City's timeline and budget constraints.

    • Option 1-

      • Data Inputs (up to 10):

        • Firms

        • Jobs

        • Population

        • Restaurant & Retail Sales

        • Retail, Office, Industrial property Vacancy and Lease Rates (data provided by City; eImpact can add for additional fee)

        • Other Data Point Options: Unemployment, Wages, Top Industries, Business Growth (link to complete list)

      • District Profiles - eImpact will complete a core template based on City's direction, with tailored layout, narrative sections and data inputs. This template will then be replicated for all 29 city districts and each can be further customized by the City.

      • Digital & Print Format - cloud-hosted, optimized for any device type (browser, mobile, tablet), interactive

      • Data Visualizations - charts, tables and other report widgets for interactive user experience

      • Methods and Sources - each report object (chart, etc) has a link to underlying sources, and all profiles

      • Website Integration - seamlessly embeds profiles into City of Seattle's EcDev site, with logo, branding and even custom CSS code. Navigation to individual profiles via list of districts linked to report URLs.

      • Technical Support - comes with highly responsive phone and email support

      • Timeline - 4-6 weeks


    • Option 1 Price: $25,800 to $31,800 (depending on customizations)

Components:

      • eImpact License (renews annually): $15,000

      • Customization and Set-up (one-time): $10,800 to $16,800; lower end if Seattle makes district profile customizations, upper end if eImpact makes the changes.




    • Option 2 - all of the items above plus:

      • Data Inputs (up to 15):

        • Firms

        • Jobs

        • Population

        • Restaurant & Retail Sales (data provided by City)

        • Retail, Office, Industrial property Vacancy and Lease Rates (data provide by City)

        • Other Data Point Options: Unemployment, Wages, Top Industries, Business Growth (link to complete list)

      • Interactive Map Tools - for either City or public users, a polygon shape creator that lets you generate a data profile for any arbitrary shape (e.g., new district, neighborhood, etc). The map will also allow users to navigate to existing district profiles through clickable district

        Data Projections - economic indicator projections for for 5- or 10-year forecasts, including Baseline and High Growth scenarios. Indicators include Firms, Wages and Jobs.

      • Timeline - 6-8 weeks


    • Option 2 Price: $37,500 to $43,500 (depending on customizations)

Components:

      • eImpact License (renews annually): $17,200

      • Customization and Set-up (one-time): $20,300 to $26,300; lower end if Seattle makes district profile customizations, upper end if eImpact makes the changes.

Kick-off call led by a Project Director from eImpact, deep dive on implementation specifics with delivery plan including dates.

FIRST DRAFTS
Review first draft of district report template created by eImpact. Seattle collects and provides feedback to eImpact for next iteration. This may occur more than once.

DELIVERY AND SUPPORT
All 29 district reports delivered, followed technical support for embedding into seattle.ecdev.org.
